International touring has always involved complex challenges, but these have intensified in the wake of Brexit and ongoing geopolitical shifts. The following guidance outlines key issues and resources for planning successful overseas performances.


Travel & Visa Requirements

European Union
For EU citizens (including Irish passport holders), no visa or ATA Carnet is required for touring within the EU. An ATA Carnet is an international customs document for temporarily exported goods (like instruments or merchandise). They’re essential for touring outside the EU or when transporting goods beyond personal items.

  • Professional equipment

UK Citizens & Non-EU Nationals
UK citizens touring the EU may need visas and ATA Carnets post-Brexit. The Musicians’ Union (UK) offers a comprehensive touring checklist. Non-EU passport holders should consult their national industry bodies and relevant government sites for entry and customs requirements.

Non-EU European Countries
Countries like Iceland, Norway, Switzerland, and Liechtenstein require ATA Carnets for goods and equipment, but EU citizens typically do not need visas for short-term performance visits.

UK/Ireland Cross-border Touring

Post-Brexit regulations for temporary admission of goods are still evolving. Both Irish and UK customs are working to simplify procedures. In this context, Irish Customs have recently implemented the Oral Export Declaration for certain goods temporarily exported or imported, a process that was previously limited to personal goods carried by travelers.

Under Article 136 (Oral Declaration) and Article 158(2) of the Customs Code, portable musical instruments like guitars can be temporarily exported or imported using an oral/custom declaration—meaning no ATA Carnet is required. However, if a band or artist is using a lorry or van to transport multiple non-portable musical items, an ATA Carnet is needed. As customs rules are still being finalized, IMRO recommends contacting Irish Customs directly at customsreliefs@revenue.ie for the most up-to-date guidance tailored to your situation.

For artist or band merchandise such as T-shirts and CDs (considered consumables), an export declaration is typically the best approach when travelling only to the UK, as not all items will be re-imported (some will be sold or handed out at gigs). If routing through the UK to another European country and distributing merchandise, you may use an ATA Carnet; however, VAT will be due on the goods sold abroad upon return.

No ATA Carnet is needed for transporting musical instruments or merchandise across the border between Northern Ireland and the Republic of Ireland. Additionally, Irish citizens do not require work visas to perform or work in the UK. Given the complexity and evolving nature of these rules, checking with Customs or the Dublin Chamber of Commerce is advisable if you’re unsure about your specific case.


US & International Touring

United States
Non-US artists must secure appropriate visas to perform in the USA. Popular categories include P-1 (for internationally recognized artists) and O-1 (for extraordinary ability). US entry policies can change rapidly, so it’s essential to work with experts like:

Airline Policies & Instrument Transport

Airlines differ in their treatment of musical instruments—some require instruments as checked luggage, while others permit instruments as carry-on or even require purchasing an extra seat for larger items. The International Federation of Musicians (FIM) offers a user-rated database of airline experiences with instrument transport:

It’s crucial to check with your airline in advance and ensure your instrument insurance covers international travel.


Taxation & Overseas Income

When touring internationally, you may be subject to local withholding taxes—sometimes up to 35%—on your performance income. Specialist accountants and tax advisors can help reclaim taxes and ensure compliance. For Irish artists, IMRO also works to maximize royalties from overseas performances; members should notify IMRO of all foreign performances via the IMRO Member Portal or App.

Safety & Cultural Considerations

LGBT+ and Female Musicians
Laws and social attitudes toward gender and sexuality vary greatly worldwide. Even in progressive countries, local attitudes can lag behind legislation, so:

  • Check local laws and customs on the ILGA World Map

  • Leave contact details and travel plans with a trusted person at home
  • Be aware of passport/ID gender marker discrepancies for trans artists

Performances abroad- Things you need to know

IMRO relies on affiliated societies to collect and distribute royalties for members’ performances abroad, but some may go unreported due to varying distribution policies or insufficient information. To address this, IMRO notifies societies of qualifying performances, particularly in classical and live symphonic categories, and encourages members to report foreign performances via the IMRO website.

In the U.S., ASCAP and BMI track performances differently. ASCAP surveys the top 300 tours and select major venues while also offering payments through its OnStage scheme. BMI surveys the top 300 concerts each quarter and provides payments via its BMI Live program.

IMRO urges members to report all U.S. performances to ensure proper royalty collection and minimize missing payments.

Notifying IMRO of Overseas Performances

If you are aware that your works are being performed either by another performer or broadcast on TV or radio or your album has been released in an overseas territory, you should provide this information to IMRO. IMRO members should notify their foreign performances through the Members Area of our website. 


We will need the following information:

IMRO TRAVEL GRANT

This program supports IMRO members—individuals, groups, or small ensembles—traveling for key artistic or career opportunities. Grants are up to €500 for individuals and €1,000 for groups

All applicants are eligible to apply for the following:

  • to participate at professional public performances that have a significant international impact on the applicant’s career.
  • to attend stand-alone, specialised professional training opportunities at the invitation of the organisers such as residencies workshops and master classes that are focused and concentrated in time.

Irish Radio & Useful Contacts

The Irish have a special bond with radio, where 8 out of 10 adults tune in daily, giving artists a fantastic platform to reach a daily audience of 3 million.

On an average weekday, a remarkable 86% of adults listen to the radio, spending over 4 hours each day, and this trend is growing.

Radio play provides artists with a multitude of advantages, including broad exposure to diverse audiences, increased music sales, performance royalties, enhanced credibility, networking opportunities, and the potential for more live performances. It can also attract the attention of industry professionals, helping artists to build a loyal fanbase and potentially secure deals with record labels and distributors, ultimately advancing their music careers.

Mechanical Copyright Protection Society (Ireland) Limited (MCPSI)

Copyright Protection Society (Ireland) Limited (MCPSI) is an organisation which represents thousands of composers and publishers of music. The right involved is a ‘mechanical’ right because it involves the physical reproduction of a member’s musical works, although with the advent of digital media and the internet the term ‘mechanical’ has been broadened to include digital reproductions of MCPSI’s members’ works too. MCPSI is responsible for the collection of royalties for its members when their works are used on physical formats such as CD, DVD, vinyl, etc or made available for download via the internet, mobile phones and via other digital devices and services.

MCPSI also Licences the use of its members’ works in film, TV, radio, advertising, computer games and many other situations where music is used in conjunction with other media. MCPSI collects and distributes the royalties payable under these licences.

By way of agency agreement with MCPS in the UK and through their reciprocal agreements with similar organisations around the world, MCPSI also represents the interests of many thousands of music copyright owners from other countries while providing copyright protection for its members in overseas territories.

This service is available to anybody who wants to record, duplicate or synchronise music including record companies, independent production companies, mobile and online companies and many others. MCPSI also Licences the importation of recordings from outside of the EU.

Phonographic Performance Ireland (PPI)

Whenever a sound recording or music video is played in public, broadcast on the radio or carried over a cable service (TV), a royalty must be paid to the company that produced the recording. Phonographic Performance (Ireland) Limited was established in 1968 to act as a central administrator of record company rights in the public performance, broadcasting and reproduction of their recordings. PPI is owned by its members – Irish and multinational record companies – and membership is open to all record companies, big and small.

Record companies have a right to be paid whenever their recordings or music videos are played in public. Performers have a right to be paid when sound recordings they have contributed to are played in public. From 1st January 2016, PPI will enter into a licensing agreement with IMRO whereby IMRO will collect PPI payments in a new dual music licence.

PPI’s Members consist of record companies including all the well-known multinational and major Irish record companies. All of PPI’s income (less administration charges) is distributed every year to its members and to performers signed to member record companies.

Recorded Artists Actors & Performers (RAAP)

Since January 1st 2001 new legislation introduce in Ireland has meant that all Irish artists and performers, featured and non featured are entitled to a payment when a sound recording that they have contributed to is publicly broadcast in Ireland. This right has existed in some other countries for quite a time. RAAP (Recorded Artists Actors Performers) was set up to administer this new right and collect worldwide on behalf of its members. RAAP is a not for profit company run by performers for performers. It is limited by guarantee and controlled by a Board of Directors elected by the members.

Screen Composers Guild of Ireland

Screen composers guild of Ireland was established in May 2018 and is the representative body for professional composers of original music for Film, TV, Animation, Advertising and Games. The SCGI was set up by a group of working composers and is a not for profit organisation run by its members, for its members.

The SCGI aims to improve the status and rights of Irish Screen Composers and their craft in Ireland and internationally, to offer a positive contributing voice to the wider audiovisual industry and to provide resource services for its members and those wishing to work with composers. The SCGI are dedicated to constantly improving the quality and visibility of original music for screen created in Ireland and believe in the importance of continual professional development for creators. Comhaltas Ceoltóirí Éireann

Music Network

Musicians Union of Ireland

The Musicians’ Union of Ireland (MUI), an affiliate of SIPTU, represents musicians from every genre along with music teachers, singers and other music professionals.

The Union works hard to protect members, whether freelance or directly employed, from exploitation and has a successful track record of ensuring that members receive all contractual entitlements arising from their performances.

Through our membership of the International Federation of Musicians (FIM) the Union plays an important part in advancing, promoting and protecting the rights of musicians in a global marketplace in the digital age. In this context, the Union is developing positive working relationships with all of the relevant stakeholders including the collecting societies.

As a founding member of the Association of Artists’ Representative Organisations (AARO) the MUI has joined forces with a number of other bodies representative of Writers, Directors, Actors, Composers, Visual Artists and others in pursuit of the right of all artists to collectively negotiate terms and conditions, the right to Social Protection, the right to share in the economic life of the work artists create and the right to representation on all of the relevant arts bodies in this country.

Improvised Music Company

Improvised Music Company (IMC) is an Arts Council funded resource for Irish musicians and a specialist music promoter for jazz and ethnic music in Ireland.

They produce 4 festivals annually as well as intimate and large scale concerts of Irish and international jazz, experimental and world music artists.

Improvised Music Company (IMC) was founded by Irish jazz musicians and supporters in 1991.
